Definition
A structured set of rules that guide sampling activities. It includes delineation of the sample universe, timing of sampling, the size and nature of the sample unit, how many sample units need to be collected, and how these sample units are spatially allocated among potential sample units in the population.

Example
A sampling plan for IPM of a particular pest species might delineate the sample universe as a single crop field or a set of fields on a single farm.
